Regulations of  Northern Character: INCulture International Art and Film Forum

(Ethics and art for the young people and about people with special needs)

Northern Character: INCulture International Art and Film Forum (Ethics and art for young people and about people with special needs) is initiated by WEBBON (Sweden) and Northern Character Production Center (Russia) based on their experience of joint projects and organizing film screenings for people with special needs.

The Arts and Film Forum will be held in Murmansk in February 2022. The exhibition is planned to be held at the Havremagasinet Art Gallery (Boden, Northern Sweden) in April 2022. The events will promote the involvement of people with special needs in the cultural life of the regions.

  1. General provisions

1.1. These Regulations determine the conditions, procedure for organizing and holding  Northern Character: INCulture Forum (Ethics and Art for the Young People and about People with special needs) (hereinafter referred to as the Forum) aged 18 - 35, living in the Murmansk region and in the north of Sweden, to help them to reveal their creativity, and provide an opportunity to discuss the problems of developing an accessible environment in the cultural institutions of the regions, to exchange experiences with colleagues from other cities and countries.

1.2. Northern Character: INCulture Forum is a forum for the artistic and aesthetic development of participants, it is a necessary component of the formation of the basic culture of a person, as well as a possibility for self-realization and individual development of people with disabilities.

1.3. The festival is held in compliance with and for implementation of :

- Decree of the President of the Russian Federation (Decree of the President of the Russian Federation of July 21, 2020 No. 474) "On the National Development Goals of the Russian Federation for the period up to 2030";

- Strategies of the state cultural policy for the period up to 2030 (Decree of the Government of the Russian Federation of February 29, 2016 No. 326-r);

- Strategies for the development of education in the Russian Federation for the period up to 2025 (Decree of the Government of the Russian Federation dated May 29, 2015 No. 996-r);

- Order of the Ministry of Education of the Russian Federation dated 03.09.2019 No. 467 “On Approval of the Target Model for the Development of Regional Systems of Additional Education for Children”.

1.4. The Forum is organized by Northern Character Production Center (Russia) and WEBBON (Sweden)  with the support of the Swedish Institute.

 

  1. Goals and objectives of the Forum

2.1. Objectives: involvement of young people with special needs into the culture through participation in creative activities of the festival, drawing the attention of the public and the population to the problems of developing young people with special needs for their further solution.

2.2. Tasks:

- development of creative potential, figurative and associative thinking of participants;

- development of identity, spirituality, emotional and values attitude towards peers with special needs;

- creation of an aesthetically organized leisure activity for young people with special needs, organization of inclusive cultural venues;

- attracting activists and volunteers to teach artistic creativity following the example of the center “Anton is right here”.

-creation of a platform for discussions between parents about problems in the individual development of young people with special needs.

  1. Dates and venue of the Forum events

The forum is held in Murmansk (Russia) February 21-27, 2022

The exhibition is held in Boden (Sweden) April 28 - May 15, 2022.

Deadlines for registration of participants and holding Northern Character: INCulture International Art and Film Forum: 01.25.2022 – 02.15.2022.

  1. Organizing Committee of the Forum

4.1. To organize and hold the Forum, the Organizing Committee of the Festival (hereinafter referred to as the Organizing Committee) is created.

4.2. The organizing committee consists of:

From the Russian side: Northern Character Production Center", Kirov’s Palace of Culture

From the Swedish side: WEBBON

4.3. The work of the Organizing Committee is built on the basis of these Regulations and corresponds to the terms of the Forum.

4.4. The organizing committee performs the following functions:

- decides on the procedure for holding the Forum;

- determines the conditions, terms, stages of the Forum;

- carries out the selection of works/numbers for the festival and exhibition of works;

- carries out registration of participants

- determines schedules, venue of the Forum and exhibition, meetings and workshops

- provides methodological support and information and organizational support;

- determines the system of encouragement, participants of the Forum;

- prepares a post-release on the results of the Forum for posting on the website

- sums up the results of the Forum

- organizes and holds a concert in Murmansk and an exhibition in Boden (Sweden) based on the results of selected entries and performance pieces.

4.5. The Organizing Committee reserves the right to change the dates and venue of the Festival stages, taking into account the pandemic situation and restrictions.

  1. Procedure for holding the Forum

5.1.1. Stage I of the Festival provides for a remote review of concert performances via video links or selection of works, paintings, literary works based on the files sent.

5.1.2. To participate in the Gala Concert, individual performers provide the Organizing Committee with the permission of their legal representatives to post personal information

5.2.1. Stage II of the Festival The festival is held in Murmansk at the Kirov House of Culture on February 26-27, 2022

5.3.1 Stage III of the Festival. The exhibition is held in Sweden in April 2020, Boden , art gallery Havremagasinet

  1. Forum participants

Young people from 18 to 35 years old with developmental disabilities, any diagnoses and disabilities.

  1. Forum Genres

Participants can apply for participation in the Forum in the following genres: vocal, dance, literature and poetry, photography, painting, cinema

- “Vocal ” (vocal, author's song, folk singing). The duration of the speech is up to 5 minutes .

- "Dance" Various directions of modern youth culture" (classical and modern choreography, folk, pop dance, ballroom and sports ballroom dance, hip-hop, rap, soul, r&b, beat-boxing, break-dance, etc. ). The duration of the performance is up to 4 minutes .

- "Literature and Poetry". Duration of performance: poetry, soloists - up to 3 minutes . Main characteristics and requirements for the genre: Short stories and poetry are accepted, no more than 2000 characters. Texts are to be submitted as word files.

- "Photo" 1-2 entries from the participant. Selection of photographs for participation in the Exhibition: The submitted photographs must be copyrighted. Color and black-and-white photographs are accepted for participation in the photo exhibition. Image files should meet the following requirements: format - JPEG or TIFF; resolution - 300 dpi ; image size should be as large as possible intended for large-size printing (at least 450x600 mm).

- "Painting" 1-2 entries: no larger than 50*60 cm, framed or unframed. To participate in the exhibition in Sweden, a copy of the painting is provided in the form of a file.

  1. Northern Character: InCulture Film Festival

Northern Character: INCulture film festival will be organized as a part of the Forum. The Organizing Committee selects films young people with special needs or about young people with special needs. No more than 10 entries will be selected. The decision on the winners of the film festival will be made by the audience as part of the voting after watching each film. The organizing committee will collect all the results and display the arithmetic mean. Three films with high scores will be awarded with a prize and a diploma: 2 laureates and 1 Grand Prix.

  1. Terms of participation in the Forum

9.1. Registration of an application for participation in the Forum means an agreement with the terms of these Regulations.

9.2. By participating in the Forum, parents and guardians consent to the processing of personal data.

9.3. Responsibility for the life and health of the Forum participants at all stages and concert events is borne by the accompanying legal representatives.

9.4. During the final Gala concert of the Forum laureates, video and photography is allowed. These materials can be used in the media and on the Internet.

9.5. During the Forum it is unacceptable:

- to use profanity;

- to behave aggressively towards other participants;

- to use of obscene gestures and shouts during performances;

- to choose the theme of the concert performance violating political or religious views of others.

  1. Travel and accommodation of participants

Participants come and stay in hotels for the event at their own expense.

  1. Methodological support

During the implementation of the stages of the Forum, the following events are held:

– for team leaders – seminars, workshops

– for Forum participants and team leaders – master classes

Project participants will receive a catalog of the Forum and the exhibition.

Participants in the Photography and Painting genre will receive works after exhibitions in Murmansk and Sweden.

The Forum takes into account all pandemic rules and restrictions of the regions where the festival is held, in force at the time of the festival.
