Northern Character: INCulture International Art and Film Forum is a joint initiative of Northern Character Production Center (Russia) and Webbon Film Company (Sweden), stemming from the experience of organizing film screenings for people with special needs.
The forum will promote the involvement of people with special needs in the cultural life of the region, help them reveal their creativity, provide an opportunity to discuss the challenges of  barrier-free environment in the cultural institutions of the region, access to cultural activities for all residents of the North, exchange experience with colleagues from other cities. One of the important topics that we want to raise at the Forum is inclusive cultural venues.
The aim of the project is to involve people with special needs into the cultural life of the region, to promote the creation of inclusive cultural venues, to attract young people to volunteer groups.
Forum events will be held in Russia (Murmansk) and Sweden (Boden).
The program includes  panel discussion "Opportunities for personal development of a person with special needs", round table Challenges in involving persons with special needs into the cultural life of the region, Northern Character: INCulture Film Festival, art and photo exhibitions  in Murmansk and northern Sweden, film screenings, meetings with filmmakers, workshops with leading regional and national experts working with the involvement of people with special needs into the cultural activities and development of inclusive projects.
Northern Character: INCulture International Art and Film Forum is supported by the Presidential Grants Fund, the Government of Murmansk Region, the Ministry of Culture of Murmansk Region, the Ministry of Labor and Social Development of Murmansk Region, and the Swedish Institute. The main venue for the Forum is Kirov’s Palace of Culture and Science.

Northern Character: INCulture film festival will be organized as a part of the Forum. The Organizing Committee selects films made by young people with special needs or about young people with special needs. No more than 10 entries will be selected. The decision on the winners of the film festival will be made by the audience as part of the voting after watching each film. The organizing committee will collect all the results and display the arithmetic mean. Three films with high scores will be awarded with a prize and a diploma: 2 laureates and 1 Grand Prix.
